If it's your pin number you forgot, phone your service provider and get your PUK code. Write it down and check with them that you have it right. There are 2 PUK codes, one for PIN 1 and one for PIN 2.

When you have the PUK code, enter any wrong pin 3 times and the phone will lock.

Your phone will ask for PUK code when you entered the PIN code wrongly several times depending upon the mobile make. The mobile asks for PUK code so that unauthorized persons do not use your mobile for wrong cause.

PUK locked means the PUK is already locked and the PUK code that you have will not work anymore. that's what it means

PUK is the domain of the service provider. The default is 00000000 (eight zeros). If entered wrong five or more time it locks the SIM card and you have to contact the helpline of the service provider to get a new PUK. So, do that now and get a new PUK. PUK code is because of the sim card. if there is no sim card in the phone it will ask for PUK code or if there is one, than it's normally your last digits of phone number, or social security number by default. i would also try zeros and ones. it's usually result of someone who lost there phone and shut it off so noone can use it. but in this case it seems harmless. Let me know
