Just installed new top unit, only the blower comes on not the compresser to blow cold air

There could be a freon leak, or just low freon levels. If this is the case, you have to call a certified a/c technician to recharge your system.

The condenser fan motor is most likely blown. A replacement fan motor and a run capacitor are most likely needed to get it back in working order.

sounds like the unit is low on freon. it will need to be serviced so the leak can be fixed then recharged.

your fan motor outside is going bad, have a service company change it out for you.
the motor stopped working and that overheated the compressor shutting it down on thermal cutout, and it will only come on once it cools down
