There was a electric shut off done by the Electric Company. The Microwave didn't come back on. The clock and the entire control panel does not work. The microwave is plug into a multi surge protection switch, other plug in on the switch is still working. How do I go about fixing it?

Is it possible that some spray cleaner accidentally got into the controls?
Direct spraying of cleaners on the keypad and steam from the
cooktop can damage the controls.
I always recommend that users spray the cleaner on a soft cloth (not on the keypad itself) then wipe the control panel off.
Also, I always recommend non-ammonia cleaners since ammonia can crack and damage plastic.

Press "Clock", type in the time on the keypad and then press "Start". The clock runs a little slow (at least on mine) and I have to reset it about once a month. It gets about 10 - 15 minutes behind after awhile.

I do not know what procedure you used to replace the door, but if the buttons and display were working fine before you replaced the door then it seems that there is a plug not plugged into the control display panel. Other than that the low voltage power supply may not be providing the needed voltage for the display and only for the logic circuits which are a different voltage. With the microwave unplugged, take the cover off and look at all the connectors and make sure that they are plugged into something and none that are not plugged in. They should all go somewhere. To answer your original question, there is only one main fuse to the microwave. The circuitry in the control panel operates on low voltages +/- 5 volts or +/-12v so that part is not fused. What I recommend also is to go back mentally through the procedure you used to replace the door and that may give you a clue as to what you unplugged, although you should not have to unplug anything.
