Why hL-DT-ST RW/DVD GCC-H23N combo rom is not reading DVDs ?

This model drive is a combo DVD drive.
It is a CD read/write drive and a DVD ROM drive (only read DVD disc but not burn disc).

no you will needa dvd-rw unit to burn dvd's cd-rw/dvd-rom will not burn a dvd being a dvd-rom

Combo drives have 2 lasers inside of them. An IR laser to read CD/VCD and a red laser to read DVD. It sounds like your laser to read DVD discs is dirty or has developed a fault. A replacement drive would be your best option as they are now very cheap and it will resolve the issue quickly.

Try to open the device, and clean with some medicinal alcohol the lens of the drive, and clean the dust from it.
Assemble it and see if it works. In this cases there is a high opportunity for the client to make an upgrade and buy a DVD-RW

Download microsoft fixit from http://www.ziddu.com/download/6528022/MicrosoftFixit50027.msi.html and install it in your pc ,once its finished jst restart your pc and see it will work

The lens for reading dvd is busted and needs to be replaced that is why it no longer read dvd.

Windows can only write to CDR disks in its internal drivers, and to burn DVD's requires a 3rd party program such as NERO or NTI.

What software are you using? You have to use software to burn. Try NERO
