Well you can try and replace the fuse, but it might burn the vehicle to the ground or might not. If the fuse has melted then I would guess that there is not much voltage going through that circuit, since if it was amps the fuse would have simply blown.
If this is the case then replacing the fuse won't help, go to a good shop and tell them all you can. To find a good shop ask around to friends and see where they have gone or go and talk to the shop and see if they give you straight answers or a bunch of things you don't understadn. I find a good shop can usually explain things clearly and simply without insulting your intelligence.
Best of luck

2005 Jeep Wrangler Heater and Cigarette Lighters not working.

May help - fuses supply power but also needed is earth return to battery. This is usually black wires running from device to the car metal. To diagnose you need a multimeter. Check body of cigar lighter is connected to the chasis with meter on ohms. (continuity test) good is zero ohms. If earth problem, check under dash to ensure all earth wires connect to metal chassis. Then with ignition on, check centre pin at back inside cigar lighter has 12 volts to side.
If not then check fuse has 12 volt to it, Now you can get to the fan, repeat all the tests on fan. Best wishes, its tedious work.

93 4.0L wrangler blower motor works when hot wired direct. No voltage at heater fuse mini-fuse box under dash? Where do I track voltage backward from there?

The 25amp blower fuse is powered thru the key switch.
Do you have power at the key switch for that circuit when it is in the on position ?

I just bought a 1993 jeep wrangler 4wd. The only thing is the horn isn't working. How can I fix this?

First check that the fuse for the horn is good and if it is you will need to replace the horn relay that is found in the under hood high amp fuse box.

2000 A6 BLOWS #25 FUSE

A/C keeps blowing the fuse after I got it recharged. Its the R-12 system and it seemed to be ok before but now I got it recharged and replaced the blower motor in the front and now as soon as I turn it on it blows the fuse. I replaced the 3 fuse black and even rewired the fuses then took off the connectors tot he rotary switch and replaced those but it still blows the fuse. Any suggestions?

Could I have messed something up on installing the blower motor. __________________

1993 yj jeep from BC.

Often, one bulb goes out, you don't notice, then when the other goes out, someone finally tells you! Check for power and good ground at lights (don"t forget... someone has to step down on brake or there will be no power there!!) If no power, check fuse and brake light switch. In general wiring does not go bad often enough to be of concern.
