Do you mean that it wont turn on at all or that it will not boot into Windows.

Try the following ...

Remove the battery and leave the power supply plugged in and try.

Borrow/buy a new/generic power supply see if thats the issue - no power

If you mean windows wont boot successfully you may need to find someone to reinstall Windows on your laptop from the recovery disks/partition

Most laptop battery can be normal used in 400-500 charge and discharge cycles, in another word, a laptop battery should be normal in 2 year.
maybe your laptop battery is dead....
you should buy a new one.

check properly your adaptor connector and try to use temporary battery, if might be work or on your laptop... go to computer center now...

how long have you had your laptop? the toshiba laptop battery can be normal used in 400-500 cycles, that means normal in 2 years. if the age is over 2 years, the battery declines day by day. get a new one if it is unnormal

Must take it to a Certified Toshiba Repair Facility. They can zap it. Mine is OK now. Download the new Bios from Toshiba when fixed.

Dead could be a shorted MOSFET in the CPU line which is common for the age. Need to verify Voltage at Jack and the I/O's the BIOS chip..
