To my knowledge most user manuals explains how to remove tapes. But if you never did this before, leave it to a service centre, because when something goes wrong, you could damage the tape. I guess you have to bring the library to a service centre. Please ask them to remove the tape and send the tape to you.
I was trained to remove all kinds of tapes from all known systems. But it is to difficult to tell this in only a few posts.
If the power comes on, just try to switch off and disconnect the mains. Then reconnect the mains cable and switch on again. If the error keeps coming back > > repair centre. The power supply is different from power supplies, you usually use in a PC, so if it is a power failure you can't solve it.

Manually Removing a Tape Cartridge If problem-determination procedures identify the tape drive as the source of the problem and you are unable to eject the tape cartridge using the eject button, reset the drive to recover the cartridge: 1. Press and hold the eject button for 10 seconds, then release. The status light turns amber and the drive starts through its hardware test process. When the hardware test completes, the status light turns green. If a cartridge is in the drive the status light flashes green until the cartridge is rewound. The status light turns solid green when the rewind is complete and the tape drive is ready. NOTE: Allow at least 10 minutes for the rewind process to complete. 2. To eject the cartridge, push the eject button one more time. If the tape cartridge still will not eject, contact trained service personnel for assistance. NOTICE: If you are not a trained service person, do not attempt to open the drive for repairs as this will void your warranty.
