I was wondering if the dual outlets can be program individually? For example, both start a 6am but one end at 8pm and the other one at 10pm. Thanks

No. Woods does not make 2-channel timer.

Nor is this feature available through Intermatic wall timers, GE wall timers, Leviton, Swilight, UPM, Tork, Westinghouse, Westek, Utilitec, maplin, Stanley, Brinks, Timex, Kichler, Hagar, First Alert, sylvania, Aube, Honeywell, coleman, HPM, etc etc.
However, you can buy narrow timers like Westek TE22, also similar sold by Brinks... and 2 different timers can plug into same duplex outlet... letting you control 2 different loads from same outlet... by using two timers: usually this type timer is sold as 2-pack

There are also box timers, like Intermatic ET series, that can be programmed for 2-channel operation where same timer controls two different loads, each with different weekly or daily schedule ... Intermatic PE153 offers 3-chanels, and there is one timer, ET90000 that can be programmed for 40+ channels with 4000 set points and 365 day calendar for each channel etc

I got a package with 2 timers. I had no problem setting the first, but on the second, I want to use a 12-hour clock. Seems it came programmed for a 24-hour clock, and I can't figure out how to change...

How to set timer. Westek TE06WHB 2 Outlet Digital Timer

1) Westek TE06WHB is sold at Target in back of store near extension cords.
Lowes also sells identical timer under different brand and model number
You can buy a timer, and cut open side of package and slide out the instructions.
Scan instructions into your computer and then take timer and instructions back for refund.

Westek brand timer is sold at Target.
Several models are made, and some models are identical to other brands of timers.

Merry Bright digital looks same as GE 15057 and Westek TE55WHB timers

Here are instructions taken from manual.
To set current time:
Hold down CLK button and then push day hour and min button until current time shows.

To program:
Press PRG button until 1 and ON display.
Press day hour and min button to set program1 ON
Press PRG button until 1 and OFF display.
Press day hour and min button to set program1 OFF
Press PRG button until 2 and ON display.
Repeat steps to set more programs.
Set up to 7 programs
Programs repeat each 24 hours
When finished, press CLK button and current time displays.

To operate timer: press MODE button.
AUTO to run timer functions.
RDM and timer turns on-off at random times.
Manual to override timer functions.
