Check the battery: Make sure the battery is fully charged and properly connected to the scooter. If the battery is low, charge it fully before trying to use the scooter.
Reset the controller: Turn off the scooter and disconnect the battery. Wait for a few minutes, then reconnect the battery and turn on the scooter. This should reset the controller and may fix the issue.
Check the freewheel lever: If the freewheel lever is engaged, the scooter will not move. Make sure the freewheel lever is disengaged before trying to operate the scooter.
Check the throttle: If the throttle is not working properly, the scooter will not move. Make sure the throttle is fully engaged and that there are no obstructions preventing it from moving.

When the motor is screeching and draining the battery, that indicates that the motor has most likely seized up and is not turning the axle properly, which in turn will drain the batteries quickly as the scooter struggles to move. I strongly recommend discontinuing use of the scooter for your safety until the motor can be replaced; contact the manufacturer for a service call to fully diagnose the problem and give you a quote. The clicking sound is most likely the motor relay engaging and disengaging. Most scooters and wheelchairs do this when in neutral, or when damaged.
I would first make sure its not in neutral by switching a petal, or lever in the back or at the side of the scooter. (you may need to do this on both sides) You should switch this when the scooter is off because you will need to restart it afterward anyway.
If that doesn't work you most likely have a motor issue if the battery is charged as you describe.
