It sounds like the boot sector on the hard drive and a bypass of the Bios. Pull the hard drive and try to set the BIOs. See if that works for you.

SOURCE: after turning it on it stays at the splash screen

Go into BIOS, and set for "Quick Boot" or similar. Also what happens when you DO press F2?

SOURCE: I was told press F2 simultaneously on startup, nothing happened

You need not to press F2 or tab or escape unless you need to do so. If your system is ok, it'll automatically boot up, but if there's boot up problem with your system, then that's different. Thanks for using FixYa.

Eee pc 1005ha bios setup won't start, it just hangs while entering, just after detecting the hard drive.

Maybe you are not giving it enough time to get into the setup.

Let it sit for a while and see what happens.

I just bought a eee pc notebook and i wanted to set it up and will not move beyond the booting part...it says press f2 to run setup press tab to display bios post message...dont know what to do?

Press tab and see what message it's giving you. If it's date and time setup then go in BIOS (F2) and fix them up if it's RAM then reseat the RAM If it's no OS found then you need to install windows/Linux (else send it back to the person you bought it from)
