I'm assuming you're trying to sign up for a new Twitter account with a new email address? Unfortunately Twitter won't allow you to sign up for a new account with the same email address as the old account.
If you're trying with a new email address, it sounds like you have a cookie from Twitter that is "remembering" your old account. Try this: After deactivating your account again, go into your browser settings and delete your cookies. You can use the same password that you use on Facebook, but it is usually not recommended. If one of the two sites were to be hacked, it would be very easy to obtain your password from one site to hack into the account for another. I would just make sure you don't have very sensitive information on either site if you are going to use the same password for both.
To link up to twitter, you want to register with them first.
1) Visit www.twitter.com from your computer's web browser (Internet Explorer, Safari, Firefox, Google Chrome, etc.)
2) You should near the top or middle of the page that asks "New to Twitter? Join Today!" Fill out the information it asks for, which is your full name, your e-mail address, and the password you would like to use to log in. Finally, click the "sign up" button below the form. crasher35_9.jpg

3)After that, they should send you a confirmation e-mail to the e-mail address you gave them. Click on the link in the e-mail and that should activate your account.
4) From there you may need to login, then viola! You have Twitter!
