Is the IPad charged? Plug it into the charger and then after a while you will see a battery coming on with a slim red line which shows the battery level. Leaving on charge for an hour or two then press the round button which then initiates the starting or otherwise the black button next to the camera which Will also initiate the start up
There is several posts here that you can see and solve your problem. But i will give you same help.
Press yellow key.
On the key pad press 1-0-7
Press red key
On the touch screen press "COPY SP"
On the key pad press 5-8-1-0 and press #
It shows "execute" (touch there).
Exit all the way out and turn the machine off and on.
That should be it.

Are the activity lights blinking like the computer is doing something? If so the monitor may be disconnected from the unit or damaged. If so this is a pc repair issue, and a little tricky to do on your own.
