sounds like youve got a "leaky" wc cistern which means your bowl will fill intermittently and then operate the macerator in the same manner. call a plumber.

you cant it is set by the bends in side the bowl all toilets are this way it is a trap design that keeps fumes from septic from comming in

There can be a blockage somewhere in the discharge pipe, the blade or impeller. Also the short discharge pipe or long elbow inside the pump casing may be split open or not attached properly and waste water is just cycling inside the pump casing. Worst case scenario could be a bad capacitor, the capacitor spins the blade and impeller, it that goes bad the unit will just hum and not pump any waste out until is replaced. You can also order parts through Saniflo if needed.

Make sure the fill tube in the tank from the fill valve is in the overflow tibe inside tank. The tube allows bowl to fill with water to correct level.

the tube that goes from the fill valve to the fill tube may not be installed correctly. the water must be going in the tube and not the tank. also it is a water conserving toilet so it uses less water also it is a comfort height toilet and to make it taller the bowl is extended so the water may seem even more shallow.

Too little water in the toilet bowl to start with may be due to a lost or mis-connected fill tube that directs some water into the toilet tank standpipe (and thus into the bowl below), while the toilet tank is being re-filled. Check for that little tube.

Replaced toilet fill valve - now bowl water level a bit lower

First off,If the air vent was clogged the toilet would back up and overflow and when it did flush, it would make a gurgling sound.
secondly the water level in the bowl is not important as long as it covers the opening,The water is only there to keep out sewer gases so they don't enter your home and the shape of the trap will always maintain the proper amount of water needed to prevent this.
The previous water level may have been due to a partial clog that has since been removed.
