99 f150 4.6 engine whines unless ya put on the gas and when ya start it all the gauges go to the max then back down again the whinning is commin from the air intake buffer already replaced it still vibrating and it reads a code of the emission control malfunction is all it says but I replaced the charcoal canister
Sometimes the IAC valve can cause a whistle sometimes resembling an airhorn. Does the truck have a rough idle? With it having an emission leak code i would assume that you probably have a hole in the rubber boot that goes to the PCV valve located in the passenger valve cover. There is a plastic tube that runs from the back side of intake behind the throttle body to the valve cover it will have a rubber elbow on each end of it. Look at the end behind the throttle body. It will probably resemble this.

I am NOT a mechanic, just had the same problem. Took it into dealer and them updated computer codes and it solved my problem.
SOURCE: emission control system malfunction code po446
Code p0446 is for EVAP vent valve performance. Unfortionly there isn't just one item that can cause this code and the test require the use of a scanner. You can do a visual check but other then that with out scanner its just going to be replace and hope. That could wind up being exspensive.
