Tap Network operators.
Wait while the device populates a list of available networks.
Tap the desired network you wish to register on.

Goto Settings > More > Mobile networks > Access point names > select the dot beside the APN.
if there are no APN's you need to create a APN(google ATT Apn) and select the dot.
The simple answer is your settings are wrong, you can go to your carrier to fix it or a local repair shop.
The setting that is likely needed to be added or changed is called "apn" which is access point network.
If you feel comfortable with changing things in your phone; Go to settings > more.. > apn (if on screen) or mobile network > apn > menu button > Add or New > The next part will depend on the carrier you are on. You need to set the APN settings. Go to Settings->Wireless & Networks->Mobile Networks->Access Point Names, click the menu and "New APN" Please try the settings below:
Name: Globe Internet
APN: http.globe.com.ph
APN Type: default
Note: No need to set the other fields while creating the new APN.
Select the newly created APN. To connect to the internet, tap on "Mobile Network". It will then connect using the newly created APN.
This works on my HTC Wildfire. Hope this helps.
or anyone wanting to know how to change their APN settings for future reference here it is:
on the keypad type *#87927# and wait until the APN setting pops up. click the APN available.
then change these settings.

after that just back out and give it a few minutes. as long as you have the data plan your 3g icon should show up ready to go.
