What OS are you dealing with? The Narrator for Windows 10 and 11 can be toggled on and off with by pressing three keys simultaneously: Windows key + Ctrl + Enter. On older Windows versions, it was the Windows key and Enter. You can also go into the Settings > Ease of Use section > Narrator to disable this on Windows 10. (In older versions of Windows, go to the Control Panel and look for the Accessibility section. For Windows 11, it is under Settings > Accessibility.) You may see a pop-up asking you to confirm that you want to disable the narrator after pressing the hot key sequence.
For Android tablets and cell phones, look in the Settings for Accessibility and Talk Back. For the Mac OS, click on the Apple logo and go to System Preferences. In the Accessibility section, look for Voice Over. For iOS, look at the Control Center and then Accessibility and Voice Over.
My responses will assume that you are using Windows 7, so please feel free to respond if you have another version of Windows although the steps are similar in other versions.

From here you can disable Filter keys from appearing by disabling.
Go to Search, and type in gpedit.msc, and press enter. In Group Policy Editor, select User Configuration. Then select Administrative Templates, then select System. Then double click on "Prevent access to registry editing tools". A pop-up window will come up with two tabs, select "Settings" tab. Click on the radio button that says "Disable" and click on OK button. It sounds stupid, but you will be "disabling the prevention of access to the registry editor." If Registry Editor is not immediately available, you may have to restart to computer. Good luck!
You might have "sticky keys" so try this: When sticky keys are enabled, users can access functions that require pressing multiple modifier keys such as "Ctrl," "Alt" and "Shift" at once by pressing one button at a time. If sticky keys are enabled, it is possible to accidentally turn them on at an unwanted time. After turning off the sticky keys, disable the feature to prevent them from accidentally turning on again.
Press the "Shift" button five times in a row to turn off sticky keys.
Open the "Start" menu and then click "Control Panel."
Click "Ease of Access Center" from within the Control Panel window.
Click "Make The Keyboard Easier To Use" from within the Ease of Access Center window.
Remove the check-mark beside "Turn On Sticky Keys" to prevent sticky keys from being accidentally turned on.
Click "Apply" to save your changes and then click "OK" to close the window.

If FN+F11/F12 is not working to enable your wifi, try:
Hit windows button or open start menu, search for "device manager" Open that, find your wireless card under: network adapters Double-click it, and look through the settings for enable/disable, or radio on/off and change the settings.

[CAPS LOCK] + [ESC] (Seems to turn off narrator)
Win 8.1: Control Panel > Optimize visual display (Ease of Access > Ease of Access Center > Make the Computer Easier to see) > uncheck "Turn on Narrator".
I accidentally turned on Windows Narrator using [win]+[enter], so my control panel didn't have the narrator box checked... which means going to control panel didn't turn it off. Finding those hotkeys came in very handy.

How to turn off Sticky Keys: what are Sticky Keys and why turn them off? Sticky Keys is a Windows Ease of Access feature that makes it possible to use keyboard shortcuts or type capital letters without needing to press more than one key at once. Normally, you'd hold down the Shift key while pressing a letter to type a capital, or hold down the Ctrl key while pressing 'S' to save a document. It's even trickier if you want to use a shortcut such as Ctrl-Alt-Del or Ctrl-Shift-Esc.
With Sticky Keys, you can press Ctrl, Shift or Alt, let go and then press another key - Windows will interpret this as pressing two keys together. You should also hear a beep if you have speakers connected.
That's great if you're disabled and can't press two keys at once, but what if you want to disable Sticky Keys?
How to turn off Sticky Keys in Windows 8 You can't press Shift another five times. Instead, you need to bring up the Start menu (or Start screen in Windows 8) by pressing the Windows key. Now type "ease of access" and click on Ease of Access in the list of results.

Since you did not post an OS, I will post the steps for Windows Vista (should basicly be the same steps for any windows computer). Click on start, Control Panel, Ease of Access, Ease of Access Center, and the click make the keyboard easier to use. Sticky Keys should be on the list and you can disable it from there.
Please try the below steps to turn OFF the Narrator.
First clik the Start button, then Control Panel. Now, in the Control Panel window, click Ease of Access. In the Ease of Access window, click Ease of Access Center, then in the Ease of Access Center window, under Explore all settings , click Use the computer without a display. Then, in the Use the computer without a display window, click to remove the check mark to the left of "Turn on Narrator". Then click the "Save" button. After that, restart the Computer. The Narrator will be turned OFF automatically when the Computer restarts.
