There is a 115 Volt generic foot control that is electronic. We sell them for $29.95. They fit many machines.

My Bernina 730E is varying in speed even though I am pressing foot pedal to thr floor. The speed does not stay steady, somestimes running extremely slow in full speed mode. What is wrong?

it could be pedal control or the speed control unit on the motor as it is reasonably common for that machine
take it in for a service to ensure that other factors ( thread around bobbin shaft, fluff etc is not slowing the machine

My machine is too fast, i've tried gently pressing on the pedal, I've even opened it up and tried gently sliding the activator along but this doesn't help, it still seems to just hit top...

According to the manual, there is no speed control on your machine. It is apparently built into the foot control unit. I suspect something is haywire with the foot controller but would suggest taking the machine and foot control unit to a sewing repair service.
