The first wheel and tyre in the video is complete, the second wheel in the video has the bearing and bush missing from one side, the bearing and bush are still on the axle that you are pointing at, they need to come off the shaft and press fit them back into the wheel, the mark around the outside of the tyre is a bead, this if fitted shows the tyre is true on the wheel, this is not so important on a slow moving tractor.
There are a few things to look a. The belt, is it slipping or loose? Check and small idler pulleys from the drive belt to the engine. The large pully on the transmission is keyed to the shaft. If either the key is sheared or the shaft worn enough, the shaft will spin but not turn the pulley under load. Also note that the axles are keyed to the rear wheels. A sheared key there will cause it to not move also. You should see the axle turning freely inside the wheel if this is the case. Here is a parts diagram so you at lease have an idea of the areas to check.
The drive pulleys do have Shear pins where they go on the shafts. These pins do shear off once in a while. With your machine turned off try to turn pulleys by hand . If they turn easily then these could be broken. Just a thought. Try turning your drive wheels by hand with tractor in gear as the drive wheels have safety pins as well. The pins are inside the wheels or pulleys and you have to remove them to insert the pins.

Barring anything broken or bent on the front steering linkage, the tires can be adjusted by removing the tie rod end from the control arm of each wheel. The tie rod end should be threaded into the tie rod. Turn the end in or out, depending on which way you need the tire to adjust. Do this procedure on both front wheels with the steering wheel in the straight forward position.
Hope this helps...
