My account is the admenistrator account went i try to access control panel or task it tell me that i most consult admenstrator

First, be sure you're an administrator.
Right click My Computer -> choose manage -> click Local Users and Groups -> Users -> right click your account -> choose Properties -> Member of tab -> see if you are member of Administrators group.
If so, it's an virus issue.

Hold F8 as the computer boots before the os boots and then select Safe Mode option (not the others) The computer will boot up from here, but there should be an additional "Administrator" account. Log in to this account (There shouldn't be a password, but if there is, try "admin") and navigate to the User account panel in control panel. From there, select your account name, and select the "Remove Password" option

press ctrl + alt + del and see if a menu screen appears if it does select task manager then click file and click new task and type explorer and press enter. See if that allows you to start windows. If it doesnt restart the computer and keep pressing f8 till you get a menu up askingif you want to start normally etc choose safe mode, select it with the up and down arrow keys and press enter. when windows loads up choose administrator and log in you will then have to setup a new user account. click start > control panel > user accounts. Create a new user account (dont use the same name as you used before if your user account name was kyle call the new one kyle1. then restart the laptop again and try to log into the new user account. Report back if you can and i will explain how to recover your old account

How the break the password of dell d620 notebook

Hello.

There is a hidden Administrator account that is created when your operating system is installed. Access that account and then reset your password.

1. Boot your computer and press F8 repeatedly
2. Access Safe Mode
3. Key in "Administrator" in Username, with no password.
4. Go to Control Panel, then User Accounts
5. Select the account you want to reset the password
6. Change the password

Software will not install on vista system

Try this:
  • Turn off the User Account Control (UAC)
  • Reboot your computer into Safe Mode
  • Try to install your software
  • Once the software is installed you can reboot into Normal Mode
Note1: To turn UAC off:
  1. Click Start, and then click Control Panel.
  2. In Control Panel, click User Accounts.
  3. In the User Accounts window, click User Accounts.
  4. In the User Accounts tasks window, click Turn User Account Control on or off.
  5. If UAC is currently configured in Admin Approval Mode, the User Account Control message appears. Click Continue.
  6. Clear the Use User Account Control (UAC) to help protect your computer check box, and then click OK.
  7. Click Restart Now to apply the change right away, or click Restart Later and close the User Accounts tasks window.

Note 2: To boot into Safe Mode, when your computer starts booting, tap the F8 key repeatedly. You will get a menu to choose Safe Mode.

This is some kind of problem with the user access control. I could fix it by disabling it. Here's how to disable it..
Here’s the step to disable and turn off UAC (User Access Control) feature for the logged on user account in Windows Vista (there are plenty more ways to disable UAC):
  1. Click Start, and then click Control Panel.
  2. In “Control Panel”, click User Accounts and Family Safety.
  3. In the “User Accounts and Family Safety” window, click User Accounts.
  4. In the “Make changes to your user account” tasks window, click Turn User Account Control on or off.
  5. If UAC is currently configured in Admin Approval Mode, the User Account Control message appears. Click Continue.
  6. Clear the Use User Account Control (UAC) to help protect your computer check box, and then click OK.
  7. Click Restart now to apply the change immediately, or click Restart Later to close the User Accounts tasks window. Note that you must reboot the system to make the change effective.

System Restore / User Account Issues

1. download panda antivirus www.pandasoftware.com and do a full scan
2. Download and install the Windows 2003 Server Resource Kit Tools from
<http://go.microsoft.com/fwlink/?LinkId=4544>.
3. Click Start | All Programs | Windows Resource Kit Tools | Command Shell.
4. Type these lines at the command prompt. The second and third commands are
case-sensitive, so type them exactly as shown. Note the "+r" in the second one,
and the "-r" in the third one:
net user guest /active:yes
ntrights +r SeNetworkLogonRight -u Guest
ntrights -r SeDenyNetworkLogonRight -u Guest
5.restart pc and right click my computer - manage-users-add user and give full rights
6.restart and logon with new user

Cannot access my control panel

you should be able to open another account in the users, to do this start the pc in safe mode F8 while booting,when in windows either open a new account or change your old one to administrator.
