How do I turn it on ? I dont see an on or off button.

Does this camera have a slide front that covers the camera lens? If so, sliding the cover to expose the lens is what turns the camera on. If it won't turn on, maybe it needs attention to the batteries.

the cd contains drivers for the cable to connect to pc, it also contains so software for viewing or editing photos, u can download the cable driver from the company website

You don't need anything special, other than a wire that fits the camera AND the computer. You can also use a card reader.

How do i get my svp xtinn-8061 web cam to work on my computer

1. Install the camera driver, which can be found from the CD.

2. Turn on the Camera, and change it to "Playback" mode.

3. Connect the camera to the computer using USB port.

4. The LCD display of the camera will turn off automatically, and the computer should say that new hardware is detected.

5. Go to "My Computer", and you should find a new drive saying "Removable disk".

Double click it and you should find your pictures and videos inside the folder. Just copy them to your computer's hard disk.
