I think you have a ram problem:

1. Please install the memory module into the white slot (DDR3_A1,
DDR3_B1 or DDR3_C1) for the first priority.
2. Due to Intel CPU spec definition, the system will not boot if only
one DIMM is installed into DDR3_A2, DDR3_B2 or DDR3_C2 slot.
3. Due to Intel CPU spec definition, XMP DIMMs and DDR3 2000/
1866/1600 are supported for one DIMM per channel only.
4. You may install varying memory sizes in Channel A, Channel B and
Channel C. The system maps the total size of the lower-sized
channel for the dual-channel or triple-channel configuration. Any
excess memory from the higher-sized channel is then mapped for
single-channel operation.
5. It is not allowed to install a DDR or DDR2 memory module into
DDR3 slot; otherwise, this motherboard and DIMM may be
damaged.

Try only with one module, in the white slot.

X58 pro e hard to cold start

Three long beeps may signify a keyboard error, and 3 short may refer to memory error. These are best guesses, because MSI uses several BIOS manufactures. Test your RAM one chip at a time to help isolate bad dimm.

It sounds like either Windows 7 did not install properly or you have a bad hard drive. I did some research on similar problems and most people have also tried to change the boot priority with no luck. If your are tech savvy I would try to run hard drive diagnostics and possibly reinstall Windows 7. If you are not very technical I would suggest taking it to a competent pc repair technician.

Assuming all your supply voltages are OK and your memory is OK it has to be either the motherboard or processor that is faulty. There is no way of knowing which without substitution.
Take out the memory and remove any boards to be sure and check the supply volts with a meter?

Are you using a PS2 keyboard or a USB keyboard ? Check your connection, if you are using a PS2 keyboard, plug in a USB keyboard and see if that works

There are many tools you can use to install RAID stuff. For example Hirens Boot CD http://www.hirensbootcd.net/details/10.2.html - the download may be broken but google it and you should find it quickly.

Also if you need to boot from a USB then try UNetbooin or  some of the tools mentioned on the site.

This should help to install RAID there are many tools on here. What kind of fussy os has to use SATA dvd drives anyway.
