There is an idle control spring that fits from the loop in the throttle linkage to the plate at the front of the motor. There may be one other spring if it has an auto choke system that fits from the choke lever to the flywheel cover

ok, if this is the one you have? pay attention. their should be a small metal hook with a loop on top, hook the Z shaped end into the butterfly of the carb. the other end goes to the gov,plastic lever, sticking out..the bigger longer spring hooks to the speed ajustment lever hook the other end in the big loop on the hook. the small spring, hooks to a flat metal post sticking up. the other end hooks into the big loop as well.to keep everything from bouncing around
Either the primer bulb item 976 has a pin hole in it or... the diaphragm item 394 has a pin hole in it.
Given the cost of both parts I would replace them both and send you on your merry way if you brought it to me for repair.
There are 2 part numbers for the diaphragm. 795083 (Most models) and 796478 used on type 156 models. The type number is usually on the air shroud near the spark plug.
The primber bulb 694394 is common to both engine types.
As I mentioned earlier one of these items has failed. I recommend you replace them both and your mower will run fine. (
The gas tank and carb have to be removed as an assembly before you can change the carb diaphragm once the tank is removed.
