Usually, all you have to do is call your cell phone number and then you will be prompted to set up your voicemail out-going message, etc

hi,there is no way you can be blocked from texting either a user or the service provider,the only thing that can prevent you from sending an sms to a sprint user is probably you having your message centre number deleted or not correctly typed in.you will have to call your service provider to get the message center number and you will be able to send messages to a sprint user.will also like to know if your mobile phone send to other mobile phones.
Are you still attached to a Sprint account? Or are you with another provider? If you are with another provider, you may not have the options of using the phone that Sprint provided ie. intrnet access or things like picture mail options. I know this occured with me when I used my Samsung device on another provider. I had to do a flash and only text and dialing out works on another provider. If it is still attached to a Sprint account then you should be able to call Sprint technical care and resolve your internet issue. But by the sound of it you are on another provider.
