The wiper and washer stopped working on my 1999 ford windstar

All these systems are controlled by the GEM, that is the Generic Electronic Module, have Kragen run a quick test and see if the system has codes, but most likely the Module is defective, it is located on top of the fuse panel to the left of the steering column. I have 30 years as a Ford tech so I am pretty darn sure of this diagnose.

This sound like some type of relay switch failure in the fuse box, you need check all the fuses and see if they're all intact and make sure none of them are burned out. If all these are not working you have a live wire some where in you wire harness

I would start by testing the motor. Gain access to the motor and make sure the black wire has ground, and either the dark blue/orange wire or black/pink wire has power when the wipers are turned on.

If everything checks out, then replace the motor.
