Lamps should be changed at least once a year; preferably every 6-8 months. You should try to get into the habit of changing the lamps before the stop emitting light.

Replacement parts

if your heart is set on the original one you can get a replacement from aqueon , it will need to be sent from oversea's so time will take a bit , ME id just wire in a lamp cord switch to the original power cord , they only cost about five dollars and most evey hardware store's got them

Yes, they are fire hazards. Mine made a popping sound, then I smelled a rubbery smell, I quick unplugged it and tossed it.! see recall notice, mine was not even one of the model #'s but it was a "Discovery Kids" silver framed Marine one. see link
