SOURCE: steering wheel will not turn
you didnt mention whether it is manual or a rack and pinion..assumming its manual, check the gears were they mesh at the bottom of the steering column for proper operation. check for missing teeth, bad bearings ect..typically if it only does it in one direction, its most likely broken/missing teeth

Check the hydraulic oil level for the hydrostat drives(if it has a reserve tank located under the seat. Some ZT's don't have the reserve tank. Don't over fill that tank. 1/4 inch above the bottom is all it needs.)
Also, check the steering arm bolts. Very often they work themselves loose and the arm doesn't pull the valve rod that controls the hydrostat unit.

Probably a bent "drag link". See your owner's manual about checking for damage adjusting the steering. For the LTX 1045, it is "Maintenance Section 6", Page 22. If it is bent, repair or replace as mowerman1857 indicated.
You should also lubricate at the two grease fittings (per side) shown on Page 20 -Lubrication - "with a #2 weight Multi-purpose grease". It may have been skipped at the factory or may have been stored at high temperature before you got it, and dried out. (Text in quotes are from the manual)

All it should need is a kit that gives you the top half of the starter. I just did one on my 12hp craftsman. The kit was $23.00 and even came with the directions. very easy. Hope this helps

SOURCE: the steering wheel turns but the front wheels only
Either the gears are worn or sheered or the bushing holding the steering shaft is worn and needs renewing.
I had the same problem with my 15 year old Craftsman lawn tractor. I tried to adjust the steering travel but it gave me marginal relief for a year until the steering failed with my steering wheel spinning freely and the wheels free to go left and right. The left bias for steering indicates that the steering shaft pinion weld was shearing prior to failure.
I took the steering apart and found that the drive pinion gear was sheared off the end of the steering shaft at the weld. I replaced the shaft and sector gear to fix this issue.
This fix requires good amount of mechanical disassembly to get the replacement parts in place so you might need to go to a shop to get a mechanic to fix this if you aren't set up for this kind of fix by disconnecting the mower deck and jacking up the front end to access the steering gear assembly and steering arm links.
