Hi the problem you are having is a very common one, to solve the problem your going to need to get the touch screen replaced this can only be done by a phone shop as it requires special tools to remove and refit the new touch screen, the cheapest option would be to take the phone to an independent phone shop and not one of the bigger branded ones as they will need to send it off and you will be charged for this so take it to one of those small independent shops as these will be glad of the work and charge you a lot less and get it fixed a lot quicker as they do the repairs in store.

Try this make sure you call divert isnt activated. go to SETTINGS>GENERAL CALL SETTINGS> SIM1 or 2 depending on which one you are using>CALL DIVERT>CANCEL all divert. If this doesnt work try and deactivate each of the divert options
