The thermostat has failed. You can't say 'it looks fine' when you can't see inside. Because it is gas fired, you need a certified commercial gas technician to repair and check it for safety.
American Range part number A80201. It's an NFS approved stainless ball valve, generally 1.25". If you Google American Range A80201 you can find it on line for less than $70. You must use an NSF approved valve to comply with health codes.

Try to check and clean if needed the fire tubes, soot may have build up inside blocking the flame path. Soot build up on fire tubes and burners are caused primarily by low gas pressure, assuming that the orifice size are correct with respect to the type of gas used.

Just go online to their website and look for cutsheets on that model and there should also be wiring diagrams available... If not, just call the warranty/parts dept at American Range and ask for one. It is possible that the heater is shortened and it burns thermostat. Thermostat's are usually bimetal type mounted on ceramic so voltage does not matter a much.
