This is not a router issue. The problem is that when you reinstalled Windows, the drivers and software that were installed for any sound card, internal modem, video card, network interface card, etc,were deleted. Windows has built in support for only the most popular hardware - at the time the disk was produced.
You'll need to determine the manufacturer's name and model of the network card, then on any other PC connected to the internet - obtain the drivers or installation software for it. Copy it to a disk, thumb drive, etc. and install it to enable the network card.
Once you've restored connectivity, you can then download and install drivers etc. needed for your other peripherals (printer, scanner, video card, etc.)

Sounds like the driver for the network adapter has not be installed following the re-install of vista
to verify
go to start-->control panel-->System
Click on 'Device Manager'
Look for any devices that have a question mark or exclamation mark next to them
I suspect you will find something like 'Ethernet controller' which wont be configured correctly.
You will probably need to download the driver, using your other machine and then transfer to the problem machine and update the driver
