You would need to have your video driver updated. If it's an onboard VGA you can try to go to the motherboard manufacturers website or if it's a separate VGA you can go to the VGA card manufacturer webpage and download the driver from there.
Or it could also mean that the VGA you are using doesn't support D3D which makes it incompatible to the game that you wanting to play.
That means that the video card in your computer does not have hardware acceleration, does not have it turned on, or lacks the proper video drivers to use the hardware acceleration. Upgrading the video drivers is one thing to try. Upgrading your DirectX version is a second.
