Reinstall the webcam drivers and software > restart the computer > reconnect the webcam > (My) Computer > right click on the camera icon at the bottom of the window (scroll down if necessary)> send to > Desktop (create shortcut) > double click on the new desktop webcam icon. If this does not work it may be faulty and should be returned under warranty. If there is no warranty or the warranty period has elapsed, you might need to buy a new webcam component which can be ordered from HP Support Parts Store site:
