Why did the agitator stop?

Most of the time, when a brush stops, you either have a broken belt or there is something wrong with the brush. If the brush spins very freely when you try spinning it by hand, you have a broken belt.
Why did the brush roller stop spinning?
With the cleaner unplugged, turn the unit over and look inside the opening where the brush is located. Do you see the clogging of the brush with lots of hair? If so, you will need to disassemble it to remove the hair. In any case, you will probably need to take off the cover to see if there is an obstruction jamming the brush. Also, check to make sure that motor for the brush is getting power. If there is an electrical cable on the outside connecting the brush housing to the rest of the vacuum cleaner, check if it is disconnected. When you have the cleaner on, do the lights glow? Do you hear the motor running? Try the above and report back.
Kenmore progressive vaccum lost suction
For the canister-style vacuum with the long hose, you can't see all the way thru it, since the plastic fittings on the ends are curved. Mine was clogged - I mean, really clogged! Others have suggested using a high-powered air compressor to blow it out, but I augured out my lint/hair/straw/other-unidentifiable-stuff clog with a manual (hand-crank) home sink/drain auger. Worked like a charm! Use a small mirror (like a dental mirror) and a flashlight to see a little ways into the hose if you want. Finally, run the auger all the way thru to make sure you push out anything you couldn't spear and pull out.
HOW TO CHANGE A BELT
Hi there...You will need a Phillips screwdriver to get the bottom cover off.Remove the screws and then remove the bottom cover.Clean out any excess dirt in the general area of the roller bar and motor assembly area.Place one end of the belt over the steel shaft of the motor and then roll the other end of the belt on to the end of the roller bar.placing the belt on the top of the roller bar and roll the bar slowly and feed the belt onto the roller bar until it is completely in place.Replace the bottom cover and put all the screw back in.Plug your vacuum in and turn it on with the roller bar off the floor, in other words let it run for 10 seconds until you put it on the carpet allowing the belt to position itself properly on the roller bar.

You can usually get a replacement plug at any hardware store. It should have instructions on replacement procedures.

However, installing it may be something you get a serviceperson to tackle, just depends on how easy it is to access the machine. etc. Another Fixya expert may have done this type of repair before but I haven't.
The other option is to take the machine to a local sewing machine repair person and get a quote to replace the tension dial and give the machine a service at the same time; this will mean you'll know the machine is working correctly, has been cleaned and lubricated and you'll be able to start fresh with it.
Was using vacuum and sock
The easiest way to remove an article of clothing from the hose is to remove one end of the hose from the vacuum, and reach in with a piece of wire with the end bent into a hook. A wire coathanger will work well for this. Just straighten out the coathanger, take a pair of pliers, and put a small bend at the end of the wire, in a J, or hook shape. Then, reach the wire into the hose, and when you feel the obstruction, twist the wire, so that the hook gets stuck on the sock. Then, pull it out, and reattatch the end of the hose back on the vacuum.
It doesn't matter which end of the hose you remove, just whichever is easier, and hopefully closest to the clog.
Do not try to push it out, as it will just bunch up tighter. It must be pulled out.

Something is jammed in it or the belt is bad.Turn it upside down.You will see 4-6 screws.Remove the screws and the plate they are holding.Now the brush is exposed.The belt hooks on to the brush and a small wheel on the other end.Remove the brush and belt.Make sure the area is free of debris.While you have it off,replace the belt.

Is there a transformer on the Power circuit ?? check the transformer make sure each output puts out a voltage. Also check the earth system. If she got shock it means she got shock from the earth (ground system against the vacuum. Of she got shock from the on and off switch, check that as well..
