1996 GMC Sierra "timing 0 chevy truck" Questions

How do u set the distributor timing on a 2004 chevy with a 4.3 liter vortev v6 A scan tool is needed to set CAM ******. or OFFSET , you want it set to "0" above 1300 rpm.
