Sounds like the horn itself is shorted out. You didn't mention if the blown fuses were a result of using the horn. A horn in construction is an electromagnet acting on a diaphram; if the electromagnet develops a short, it causes an overcurrent condition and will blow the fuse.
I forgot to add that if you have a shorted condition in the horn that you repeatedly addressed by changing fuses, the short could have burned through the coil and caused an open condition. If that is the case, the horn still wont work, but you wont blow fuses. In either case, it sounds like your horn needs to be replaced.
