Rough Idle, won't pass smog, hasn't been driven in 6 months

Just bought a used 1996 Mazda Protege and it needs some TLC. Perhaps you could help me out with the most obvious problem that it seems to have. Whenever the car idles wether it be in N, D, R, or P, it sputters and coughs as the rpm drops to and bounces around 3-500. It doesn't quite stall but it's really close to. Additionally, the alternator belt is going and although the mechanic greased the belt it still squeals when the car starts up and occasionally when the alternator kicks up a notch. To top it all off, and what might be the actual problem, the car won't seem to pass smog and it's been mentioned that the catalytic converter might be the cause (Ive smelled the exhaust and it seems to be running a little rich). It hasn't been driven in 6 months as well, but everything else on her seems to be in good order. I don't really have a lot of money right now so the most cost effective way to address this problem would be greatly appreciated. Thanks for your time, Chris

Code says system running too lean Bank1 and at stoplights I have to put car in neutral or it will stall

Lean Bank1 can be attributed to a faulty oxygen sensor or by unmetered air entering the system. A comon problem with the protege is cracks in the plastic air intake hose after the MAF which sucks air in that is not registed by the car and thus make it run lean and idle poorly
.
Another comon problem causing rough idle is the EGR valve being stuck because of carbon deposits, this will usually throw an EGR related check engine light but not always.

2003 mazda protege. 110,000 miles. Runs great except that it has developed a low and rough idle over the past couple of months. I hear it is supposed to idle at 900 rpm, but it idles now at 650-750 rpm...

I had the same issue except my car is a 2002 it is your idle control valve which cost anywhere from 174.00-500.00 depending where you buy the part. try www.partgeeks.com i had my car checked out at madza and my husband is a mechanic between to two i have no doubts. Good luck.

Failed smog

We had to have the calatic converter replaced. We did this after doing an oil change, air filter change, and new spark plugs and still hadn't passed smog. After changing the calatic converter it passed smog with scores of 25.
