Check for a weak ground. Follow the negative cable from the battery to where it connects to the engine or frame. Unbolt it and clean the area with a wire brush or sandpaper. A bad ground will cause the symptoms you describe. Also remember that starter testers at auto stores do not put a load on the starter, so it just checks free spin power draw, which is highly unreliable. That said, it still could be the starter.
Check the condition of the battery cables. Corrosion of the wire can cause the problem you describe.
In particular, check the cleanliness and tightness of the earth lead - the black cable - where it attaches to the bodywork/engine block. If the vehicle can't earth properly it can cause starting problems.
If you have booster cables try connecting the black booster cable to the engine block - to create an alternative earth. If your car starts it points towards a 'bad earth' from the vehicle battery.
