1. Do your emergency flashers work?
Check all your fuses, make sure they are getting a good contact.
If your emergency flashers work, it may be a faulty turn signal switch.
If your emergency flashers work that will eliminate the flasher. The one flasher works both turn and emergency signals.

find / replace the flasher relay... should be two of them.. one is for the turn signals

Check all fuses. Use a test light to check if there is current to the rear bulbs when flashers engaged. If there is, then replace the burnt bulbs. Check for ground at the rear lights.
Do the front marker lights work when engaged??

One difference here. One the NON-CONVERTABLE new Beetle, the hazard button is the flasher... on the convertable, there is a separate sealed relay box under the dash to keep from having the switch short out of you leave the top up.

you need a signal flasher to correct the problem.flashers will act this way some times when they have an internal problem with the bi-metallic strip that actually completes the circuit and makes the clicking sound.make sure you have found the signal flasher and not the hazard flasher as they look the same.with the hazard flashers on you can see what the signal flasher will look like and it is in the fuse panel.

Make sure all outside blinkers are flashing at one speed, if not check the bulbs and all connections, If that doesn't work check flasher

Both blinkers don't work but flashers do

There should be a flasher unit on the fuse box under the dash for the turn signals and another behind the dimmer switch for the hazards.
Sometimes one of the flashers is behind the fuse box in the glove compartment if equipped.
Don't be surprised if the flasher is not the problem. Most of the time the problem is the multi-function switch on the column.
There are stories online about using WD40 to take care of the switch problem.

blinkers sounds like the flasher unit is not working. It's located under dash. Also check for burnt out bulbs.
Rear defrost, or rear defogger?: Your defogger for the rear window would run off a relay, probably located in the fuse panel of your car. Often, the connections at the rear window get broke or disconnected.
Front defrost: does your heater blower work?

2001 vw beetle blinkers wont work

your flasher module has gone bad. on the new beetles, the hazard button is the flasher. you should be able to purchase on at your local dealer for around $25-$30.

POSSIBLY BURNT OUT OR INCORRECT BULB
COULD BE EMER FLASHER SWITCH IN DASH WHICH HAS T/S FLASHER BUILT IN
LIGHTER COULD BE FUSE OR SHORTED SOCKET
