My 1999 pontiac grand am will idle low, but does not cut off.

It also does not have an error or check engine light come on.
the only problem is when it idles below 750 rpm is it dings from low oil light.if you verily mash the gas to just under 800 rpm the low oil light goes out and the dinging stops.

Sounds like your oil pressure sensor may be faulty. Or your oil level is very low. Your engine should idle as low as 650 rpm without your light coming on.

My car starts hesitates the engine vibrates oil light comes on then sputters and cuts off

run the fault codes . Check for idle speed sensor and MAF sensor. It should be idling around 900rpm and the oil light coming on ( assuming you have enough oil in the sump) will be because of the very low idle rpm not pumping enough oil to maintain pressure.

simple test if you have a vacuum brake booster
put the hand brake on and start the engine
if it idles bad --possible vacuum leak from gaskets , vent controls sensor problems
if it idles fine , put the foot on the brake

It runs & cuts off have to have starting fulid

You should be getting a check engine light on in the dash.
Tell me more, is it cutting out while driving, stopped, or at idle ?
If you can start it with fluid then it is a fuel problem.
Plug an OBD II reader in and retrieve the code.
Please let me know what you find.

1999 pontiac grand am 4 cylinder rough idle, rpms fluxuates

Most likely your throttle position sensor is faulty. You could have a vacuum leak as well. Most probable cause is a bad sensor. Is your check engine light on? Have you checked your engine codes? You can go to autozone.com and register for full free online repair manual.
