It sounds like the governor arms internally are broken, can you feel any resistnce? if not then it will need a tear down to fix

It depends the model# I have a 10 hp 19G412 and it holds is 1 3/8 quarts

does it have an avr ?
if not check the diodes on the end of the armature

unscrew the bolt from the end of the armature from there on it is just a friction fit try tapping it on the steel core with a copper mallet to work it free

check

avr / brushes if it has them

if not capacitor and diodes on the end of the armature

1 diode gone bad on the end of the armature

the gensets on coleman generators are definately nothing to brag about but i would start by checking the windings and make sure the brushes have a clean armature to ride on
