Hi, it sounds like its flooded or the fuel pump and pressure regulator are not holding enough pressure while stopped. This puts air in the system causing a very hard hot start. Think the fuel pump, fuel filter and pressure regulator need to be replaced at this point.

You'll really need to start troubleshooting both the ignition system and the fuel delivery system, as a failure to start can be caused by so many factors.
Check all of the following:
  1. When engaging the starter, are you getting spark at ANY of the plug wires? If not, check TIMING BELT, COIL PACKS, IGNITION CONTROL MODULE;
  2. If you have spark, are you getting fuel? Check for proper pressure at the fuel rail. If you are not getting proper fuel pressure, check FUEL FILTER, FUEL PRESSURE REGULATOR, FUEL PUMP, INERTIA CUTOFF SWITCH (especially if the car has been involved in a collision or bumped while parked), FUEL PICKUP STRAINER.
  3. If you have spark and proper fuel delivery, manually drain ALL FUEL from the tank and replace with new fuel. The fuel may be contaminated to the point that it cannot be burned.

The basic process is to check for spark at the coil and the plugs, then check for gas in the carb. If you have spark, it should try to start with carb cleaner sprayed into the carb throat.
If it does, you then check for fuel pump pressure in the line between the pump and the carb.

How can I diagnose a fuel delivery problem on a 2003 VW Jetta GLI 2.8L

you can unhook the fuel line where it connects to the fuel rail and turn the key on and see if you get fuel but it's risky you don't want it to spill over the engine. you may just need a new filter or maybe an intermittent short at the fuel pump. could even just be the power supply plug for the fuel pump

My 89 delta 88 sometimes just won't start. it acts like it has a safety switch or is not in park but it is in park go back later and it starts just fine.

ummm should have nothing to do witha switch.... the vehicle has a fuel delivery problem or a ignition problem....check to see if you are getting the proper fuel pressure and make sure your getting good constent spark....
