Either your "belt tensioner" is bad (meaning, not applying the right amount of tension to the belt) or your serpentine belt could be worn or stretched.

    If my suggestions (above) were not helpful, then I suggest you may be "routing" your serpentine belt through the pulleys the wrong way. Your problem cannot be anything else except for what I have noted based uponj my experience (I am a former auto mechanic).

take picture of how the belt runs over and around
the belt driven parts first
or have the correct layout diagram

find the tension pully
pivot it in the right direction
that take the tension off the old belt
and belt will fall away
fitting...its a bit tougher becasue its a new belt

Remove the serpentine belt by using a breakover bar, rachet or serpentine belt removal tool with the correct size socket for the pulley mounting bolt. Rotate tensioner arm to release tension. Remove the belt.

1992 Dodge Dynasty 3.3l installing serpentine belt
They do make a belt tensioner tool that is flat....stays out of the way better than a wrench or socket..
Was this the belt that came off this engine?
Is the belt the correct length?
It should just fit on easily.
Is the rest of the belt fully seated in the other pulleys?
Sometimes you put the belt on the tensioner pulley before finishing by installing the belt onto a/the flat idler stationary pulley last....then release the tensioner.

if your still having belt problem the harmonic balancer may be bad and sooner or later will fall apart. as for the odometer the cluster may be bad, as mine is or the sensor at the trans may be bad
