This indicates a fault in the system. You should have it checked and repaired. Many states that perform safety inspections and / or emissions testing will fail a vehicle with this trouble indicated on the dash or when connected to the vehicle computer.
The brake must be applied before you can shift out of park.There is a switch under the dash at the top of the brake pedal that is activated when you press the brake pedal. I've had the wires come off the switch on my lincoln.
If it only illuminates when the vehicle is switched off , it could be the Vehicles Immobiliser On indicator to signal vehicle and or engine security protection is activated. Hope this clears this up . Good Luck
