The lights coming on without being put in the on position would point to a faulty light control switch that is shorting out. If the vehicle has automatic day time running lights, there was no year posted in the question so I don't know if that was an option, the issue points to an ECM problem as that controls that particular function. If the vehicle has an after market alarm installed, one that didn't come with the vehicle from Dodge, remove that from the equation and see if that resolves the issue before you go any further. Because of the way some alarms use the lights when activated it is possible that is what is interfering with your systems. This can be done either by disconnecting the main power wire or if the power line has an in line fuse installed removing the fuse. I was looking up possible causes of your problem when you switched from the chat request to this posting, sorry for the delay. Worse case scenario, your ECM is faulting and may need to be flashed at the dealer. The cables and software to do this are not available anywhere but the dealer and they won't sell them to owners.
