If a stick shift you could get it loosened up by towing it in gear.

Do you know if the new battery is fully charged? Sometimes new batteries are only given a quick charge, which may not be enough to start an engine. Is there any sign of power when you turn the ignition key?
Another thing to check is the actual contact on the battery poles. I've seen a case where the inside of the post connector was not clean and prevented a strong enough connection to allow the starter to work.
can you hear the starter click at all take a hammer and tap on the starter if that works then you know the starter is bad, if you are comfortable enough take out the battery and the starter and take them to your local autozone have them tested just because a battery is fully charged doesn't mean that it doesn't have a dead cell or 2. They can test the starter also
Check your ignition fuse first. Make sure that the terminals are cleaned and you have a good connection and you see no damage. If that all checks out, including fully charged battery, it probably is your starter. Sometimes a starter can be cleaned out or tapped on, and it will start. You could try that. first check the battery output,should be 12.8volts(roughly)then if fully charged and the clicking is still stacato try the starter relay.(thats what clicks)
Hi I am Vortash the Rat a tat tat sound is probably the solenoid on the starter trying to kick in ,, now either the battery is dead or not enough power to turn it over the starter has jammed ( if your pick up is a manual gearbox try rocking the car in gear to free it ) or if an automatic a socket spanner on the crankshaft nut , car in neutral and turn it by hand see if you can hear the starter motor turning also or if the engine is jammed ... )
Bad Battery will also cause this as will poor charging from alternator and the battery runs low of juice .
A more drastic and serious reason this can happen is a cambelt failure piston is on the valves so engine will not turn making the solenoid cut in and out as it trys to turn the engine . hope for your sake it isn't that ?. finally if all that fails remove starter refurbish clean and or replace ..,. regards Vortash
