Try this reset procedure, if it doesn't work the dealer must be consulted, there is problem with the security control module, if the module is in need of replacing the part must be programed to accept your ignition key.
PASSKEY LOCKOUT RESET ALL GM CARS 1999 AND UP
1) Put the key in the ignition and turn to the "ON" position. Leave it that way for 10 minutes. After 10 minutes turn the key and take it out. Repeat this process (2) more times (3 times, 30 minutes total) This should reset the PASSKEY system to recognize your key.

The passlock is in the ignition cylinder and may have gone bad.Repair is to replace the ignition cylinder and reprogram the the passlock sensor.

The onboard Sec system SHOULD automatically turn off if you use the key to unlock the door, or rear hatch/trunk.

With the new lock cylinder in it, turn the key on. The security light should blink. Leave the key on for 10 minutes, the security light will quit blinking and go out after 10 min. This will reprogram your security system and the car should start. Also leave a battery charger on it while the key is on, If the battery goes dead during the 10 minute reprogram sequence, you will have to start over again.

when you locked your car did you use the fob to lock the car? If so close the car door and unlock the car using the fob!! If you use the remote/fob to lock the car you must use it to unlock the car otherwise the car will not start and will stay in Security mode. I have a 99 as well and found that little trick out lol.
