Try checking the fuses, refer to your owners manual for the location, also see if it has a relay for the wipers. I have limited time this morning will check back on this later after looking at my 98 Continental.
first loosen and, remove one of the hoses that go to the sprayer then operate the wiper pump you should see the fluid come out of the hose. if it does not come out and, no sound is made from the pump check your fuses if the fuse is ok (find the fuse location in your user manual ) replace the pump motor you can get a replacement at an autoparts store. don't forget to replace the hose.
