fuses blow because of dead shorts or excess current draw
to blow a 15 amp fuse indicates a dead short
by disconnecting the rear lights , the problem is in something else you have replaced
could be a problem in the head light wiring
First check the fuse, the clearance lights are not factory in most cases and the wiring gets shorted from poor wiring. Once you replace the fuse see if the lights come on, if the fuse blows right away find the wiring to the clearance lights and disconnect them, if the short goes away it is a I said the wiring is shorted. If you don't have the owner's manual you should be able to download it at the link provided. i have a 2000 focus wagon and had the same problem. It's not the fuse! It's the wiring harness at the point where it leaves the body and goes into the hatch. When the hatch is opened and closed repeatedly after years the wires will break with constant bending. I had to solder together 7 wires and the problem was solved. It's a lot cheaper than replacing the entire wiring harness.
check and see if there is a short in your trailer plg.if not ,unplug both headlight and see if the fuse blows.if it does the short is in the wireing ,if it does"nt you have a shorted bulb.

There are 4 fuses you would need to check in the interior fuse panel.
The first one is fuse no.32(10amp) then check no. 33 (15amp) then no. 59 (7.5 amp) and no. 61 (7.5 amp)
