now i understand you. the left door motor is shorted
the BCM (body brain) is programmed to send autolock commands on the CCD-NEtwork (a car network is this) over 15mph, (on mine i have them turned off)2010. the BCM runs a program. (computer instructions) 1: send auto lock command out. to all controllers. 2: read back status of all locks (lock switches) 3: if any switch fails jump to 1 and repeat its safety feature for kids. and is maniacal.
the book says, you cant turn off the 15mph autolock only the dealer can with a DRB tool. unlike mine.
what ID do, after seeing all wires ok in that door. id remove the motor lock, and bench test it. using a 12vdc battery or power pack. we use a pack. that is current limited, so i connect it and it shows motor is shorted or jammed, its no good. the chapter 8P , states exactly that . it does not show normal motor currents,in amps. my guess, 2 to 3 amps. or even less. for sure not 15. the motor shorted will trip the JB breaker #2 if over 30amps, but at that level, other things tend to melt. its there to stop a fire only
that is it.
so forget speed sensors.! that is the part you confused me with, (was thinking car cant shift right) that 15mph is a hard rule. it coded into the BCM brain. on mine i can bypass this rule but you cant. unless your operators guide says else wise I sure dont have a 98 ORP guide,here. open yours and read LOCKS.

If it still hesitates I'd say it was a carburetor issue (accelerator pump, power valve..). If it is only acting up when accelerating (while driving) that would tell me it ... 1980 CJ5Renegade with 304 v8 .... The idle mixture screws were nearly 3 turns out, I think i have them somewhere around 2.5 turns right now.

I had the same problem but I just went to where I bought my car and they fixed it . Here's a way you can do it yourself if you can:)
cat converter is going bad. have someone rev engine and feel for pressure at tailpipe. i am willing to bet its restricted. did you have the egr fail code? egr valves hardly ever go bad. a bad cat converter will not allow for normal aceleration, even with the pedal to the floor.
Could be a bad connection between the battery and starter. Starter solenoid, or neutral safety switch if it is standard transmission.
Check for power at the solenoid.
