Are you sure they both failed at the same time? Sometimes one was out and you didn't notice. Next I would check for voltage at the plug that goes into the back of one of the headlights with a test light and the switch for low beams in the on position.
check bulbs first. then fuse and relay. can check for voltage to headlight with high beam selected. If none of the above it just about has to be in the switch
Try replacing the bulbs in the sealed beam. Bulb #9007, do both. Lift lid, disconnect electrical wires, unlock o ring, pull out bulb. Replace bulb and reverse the order
