Not likely any reset button. If both seats have stopped working it must be some power problem I would think. There is a control unit under the seats but I think there are two, one for driver and one for passenger. Change the fuse anyway, make sure you have the right one.
Go to this free Ford website to view or download the owners manual for this vehicle. Starting on page 155 it shows the fuse block diagram. go to 2003 ford explorer owners manual and download it for free from ford then go to roadside emergencies and you will find the fuse box and power distribution box diagram for all fuses
There are several different wires, colors being blk/w, grn/lt blu, and pnk/wht. If you are having problems with the seat belt staying on, then prob going to be the GEM (generic electronic module).
